Alfred F. Jones and Reader in "Report Card"

Hearing a door slam open, you nearly jumped out of your seat on the couch as you listened to feet stomping down the hallway toward your location in the living room. You were currently having tea with England because you rather enjoyed his company.
"___!" you heard your American friend yell. "I got my report card today!" Alfred shouted excitedly as he came running in to the room. Glancing at the two of you sitting at the small ornate table, Alfred muttered, "Hey England."
get a report card?" you asked, surprised that a country was actually graded on things. You began wondering if he actually went to school or not.
"Yeah! And I am so
proud of myself! I did better than last year!"
"…How so?" England asked with mild intrigue, raising a thick eyebrow at his former charge. Surely the American couldn't have pulled his GPA up from its pitiful ranking the year before…not that the Brit cared or anything.
"I went from a 'D' to a solid 'D+'!"
"So ___ what do you think? I did a good job, right?" Placing your cup of tea down, you folded your hands together on your lap.
"…Alfred, to put it into my perspective, let's just say that my parents would kill me if I got those kinds of grades."
"Kill you in the sense that they couldn't be prouder?" Giving him the best poker face you could muster up, you proceeded to answer.
"Dude, proudness isn't shown through murder." Turning in your chair you looked over at England. "So why exactly does he get a report card?" Looking past his hand to look at you, he groaned.
"It's his country's government's way of making information easier for him and his citizens to understand what's going on within the country itself." You hummed, showing that you understood what he was saying. It was at this moment Alfred butted in to proudly state what was on his mind.
"I think my grade average only went up because of my solid waste."
"…The Hell do you get graded on?!" The American only gave you a hearty laugh as his answer.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~I'm very disappointed in my country right now… I'm a straight A/B student, so the fact that he managed to get a D+ on his report card makes me slightly peeved. Come on America! Pull yourself together! You have so much more potential than you're letting on!

: *pats him on the back* I really know so.

--> Without his show, I would've never found out that America actually does get its own report card. The grading is based purely off of America's Infrastructure. Below is a caption from the official ASCE website explaining what the purpose of this grading is for (in case you didn't already know)…"The American Society of Civil Engineers is committed to protecting the health, safety, and welfare of the public, and as such, is equally committed to improving the nation's public infrastructure. To achieve that goal, the Report Card depicts the condition and performance of the nation's infrastructure in the familiar form of a school report card—assigning letter grades that are based on physical condition and needed fiscal investments for improvement."The scores are as follows (conveniently in alphabetical order for no reason at all):
Drinking Water: D
Hazardous Waste: D
Inland Waterways: D-
Public Parks and Recreation: C-
Solid Waste: B-
Wastewater: DSo basically, America's GPA stands at a solid D+…and he couldn't be any happier for the improvement. lol
